Board of Directors

Members of the Board of Directors are respected community professionals, who provide entirely volunteer service to The Institute for Effective Education. The Board meets quarterly in order to discharge its legally obligated oversight of fiscal and policy matters, to conduct long-term planning, and to maintain close contact with the ongoing life of TIEE’s schools.

The current members of TIEE Board of Directors are as follows:

President of the Board
Educator, administrator, non-profit management consultant

President of the Board since 1988 and a Member since 1985, Mr. Schnetzer is Principal of R.C. Schnetzer & Associates, a consulting firm specializing in Government Relations and Nonprofit Organization Management.

Mr. Schnetzer has worked more than 40 years with the Mardan Center of Educational Therapy, a private nonprofit school in Orange County that offers elementary and secondary programs for both regular and special education students. He continues to serve as its Coordinator of Business Services. He is Past-President and Founder of the Childs-pace Foundation in Costa Mesa, a California State Department of Education funded child-care program serving children in low-income families with working parents. Active in special education policy groups and organizations throughout the State, Mr. Schnetzer serves on the California Department of Education Special Education Personnel Qualifications Workgroup.

Twice a President of the California Association of Special Education Schools (CAPSES), Mr. Schnetzer continues to serve as Chair of its Government Affairs Committee.

john-woods-smallJohn Woods, Ph.D.–Secretary/Treasurer
Vice-Chancellor–Resource Management and Planning (Ret.),
University of California San Diego

Member of the Board of Directors since 1990, Dr. Woods was the Vice Chancellor for Resource Management and Planning at UCSD from 1993 until his retirement in 2007.   He earned both a Ph.D. (Education), and an M.B.A. from Stanford University after obtaining a B.A. (Economics) from the University of California Berkeley.

As UCSD Vice-Chancellor, Dr. Wood’s responsibilities included policy development and management of the campus operating and capital budgets, capital planning, land-use planning, facilities design and construction, technology transfer and intellectual property services, real estate development, audit and management advisory services, contract and grant administration, conflict of interest, and administrative records.

Dr. Woods has had a distinguished career in public service, including the roles of consultant to the U.S. Office of Education, program analyst for the Office of the Legislative Analyst (California Legislature), and Director of Analysis at the University of California System-wide Office of the President.

San Diego State University

Member of the Board of Directors since 2008, Dr. Alvarado is Associate Professor in the Department of Special Education at San Diego State University, where he also is Director of two Personnel Preparation Projects.  He received his baccalaureate and Master’s degree from San Diego State University and his Ph.D. in Special Education from the University of Virginia.

Dr. Alvarado also holds California Learning Handicapped Specialist, a Multiple Subjects Bilingual teaching credential and a Preliminary Administrative Services Credential.  He has published widely in special education and is Principal Investigator on major personnel preparation grants funded by the U.S. Office of Education which focus on basic special education certification with an emphasis on effective instructional practices and advanced certification training regarding principles of Response to Intervention (RTI). Both projects have been designed to assist public education efforts in the rural and culturally diverse Imperial Valley of California.

Dr. Alvarado is also active in community and professional organizations. He currently serves on numerous committees and boards, including the Division of Learning Disabilities of the Council for Exceptional Children, where he is Chair of the Cultural and Linguistic Diversity Committee.

A Member of the Board of Directors since 1992, Dr. Daley is Professor of Pediatrics and Associate Chancellor—Chief Diversity Officer at the University of California San Diego.   She completed her Fellowship in Ambulatory Pediatrics at UCSD.

Dr. Daley has been Medical Director and Executive Director of the Comprehensive Health Center, an inner-city community health center serving the African-American and Latino communities in San Diego.   She is the recipient of a Kellogg Foundation National Fellowship Program leadership development award.

Among her many community service activities, Dr. Daley has served as consultant to the San Diego Unified School District, has directed the local Area Health Education Center Program, was Medical Director of the New Beginnings Project, and has worked with the Hispanic Center of Excellence Project to enhance the academic excellence of minority graduate students.   Currently, Dr. Daley serves as President of the Board of the Preuss School at UCSD.

Attorney

Mr. Golden has been a Member of the Board of Directors since 1987 and served as its Secretary/Treasurer from 1989 to 2002. He received his B.A. in Economics from the University of California Berkeley and his Juris Doctor from the University of Virginia.   Mr. Golden is a member of the California State Bar Association.

Mr. Golden previously served as corporate counsel for Science Applications International Corporation (SAIC).  He is currently a member of the Board of Directors of OptiSwitch Technology, Inc.

Active in national and local politics, Mr. Golden was a candidate for the 41st Congressional District and he was Assistant to U.S. Senator Edmund Muskie. Mr. Golden has served as President of the Big Sister League of San Diego and co-founded SCOOP, a cooperative program for the elderly.

Director, USD Legal Clinic

A Member of the Board of Directors since 1992, Mr. Snyder is a tenured Professor of Law at the University of San Diego, where he has served as a member of the faculty since 1978. He currently directs the USD Legal Clinic. Mr. Snyder completed his baccalaurate at Washington & Jefferson College and he received his Juris Doctor form Northwestern University.

Mr. Snyder has served as Judge Pro Tempore, Small Claims Division, San Diego Municipal Court, and he currently is a Member of the Board for the San Diego Volunteer Lawyers Program.  He also is a Program Director for the National Institute for Trial Advocacy and is on the Visiting Faculties of several west coast law schools.  Mr. Snyder also lectures in Medical Ethics at the UCSD Medical School.

Mr. Snyder is a frequent presenter at legal and medical conferences and seminars throughout the United States and has addressed mediation and negotiation issues at the Moscow State Polytechnique Institute and Management Institute of Moscow.
