Meet Our CCS Professional Team

Our counseling team consists of highly qualified, licensed, and certified professionals dedicated to person-driven, evidence-based practices.

Sheryl Bobroff, M.S., CRC, LPCC #1107
Director

Sheryl earned her B.A. in Liberal Studies and her M.S. in Rehabilitation Counseling from San Diego State University (SDSU). She holds teaching credentials in both general and special education and has dedicated over 30 years to educating individuals with disabilities. Sheryl is a Licensed Professional Clinical Counselor (LPCC) and a Certified Rehabilitation Counselor (CRC).

Sheryl began her journey with TIEE in 1995 as a teacher at the Urban Skills Center. TIEE promoted her to Coordinator of the Community Living Program in 1998, followed by a tenure as Coordinator of Vocational and Transition Services from 2002 to 2019, before she stepped into her current role as Director of CCS.

Her leadership has earned her TIEE’s Professional of the Year (1998), the Developmental Disabilities Provider Network’s Leading The Charge Award (2019), and recognition for three decades of service in 2025. A published author and frequent presenter on self-determination and person-driven planning, Sheryl has also served as an adjunct faculty member at SDSU.

Sarah Yerelian, M.A., LPCC #12317
Counselor & Case Manager

Sarah holds a Master’s Degree in Community Counseling, is a Licensed Professional Clinical Counselor (LPCC), and holds a substitute teaching credential. With over 20 years of experience supporting neurodiverse individuals, Sarah began her career at TIEE as a paraprofessional at the COOK Education Center. She was promoted to School Counselor in 2019 and currently serves as a Counselor and Case Manager.

Sarah integrates Applied Behavior Analysis (ABA), Cognitive Behavioral Therapy (CBT), and other evidence-based modalities into her therapeutic practice. Her extensive background spans both children and adults across a variety of community and educational settings.

A co-author of research published in the Journal of Applied Rehabilitation Counseling (JARC), Sarah frequently leads workshops on coping strategies, self-determination, and person-driven planning. She also provides clinical supervision to graduates working toward their LPCC or CRC credentials.

Kiara Allen, M.S., CRC, APCC #17198
Counseling Intern & Case Manager

Kiara holds a Master’s Degree in Rehabilitation Counseling and is both an Associate Professional Clinical Counselor (APCC) and a Certified Rehabilitation Counselor (CRC). Kiara first joined TIEE’s Vocational & Adult Services (V&AS) as an intern in 2023, quickly transitioning to a paraprofessional role before being promoted to Case Manager & Counseling Intern in 2025.

Kiara utilizes a person-driven approach shaped by her strong academic background and hands-on clinical training. She provides individual and group counseling, facilitates Person-Driven Plans (PDPs), and presents on self-determination at regional conferences and workshops. Kiara also provides supervision to graduates obtaining their CRC certification.
